MINUTES OF MEETING HELD ON 3rd JULY 2008

1. Minutes of Meeting Held on 10th June 2008– accepted as a correct record and signed by  the  Chairman

 

2. Matters Arising.

 

2.1 Finger Posts   -  It was agreed to accept the quote from Dean Saggars, £305.05 for 2                                         oak posts.

-   Cllrs to walk round the village to determine sites & wording.

-  Clerk to notify Highways Dept of intended sites.

 

 Cllr Cranswick joined the meeting at this point.

 

2.2  2008/9 Parish planting & landscape schemes  -  Suggestions included replacement trees on Lordship & Mill Lane. Cllrs Harrison & Henson to meet to agree the proposals & submit the bid.

 

2.3  Rolling programme of small environmental schemes  -  Cllr Gunn to seek quote for footpath, for consideration for submission of bid.

 

2.4  Newark & Sherwood DC – Consultation with neighbouring Parish Councils – Cllr Gunn undertook to look at & pass any response to Clerk.   

 

3. Correspondence Received.

 

3.1 “Our NHS our future” – Clerk to draft response.

 

3.2  Rushcliffe Parish Forum event on planning, 17th Sept – Clerk to book places for Cllrs Harrison & Benton, & to request a 3rd place for Cllr Davidson.

 

3.4  Judges’  comments on Orston in preliminary round of Best Kept Village competition. – noted.

 

 

4.  PUBLIC MEETING.

 

Cllr Cranswick reported that there were as yet no detailed plans for the possible Eco town, so it was difficult to make any constructive comments at present. It was noted that some of the land in question is currently in private hands.

 

 

5. Planning Matters.

 

5.1 The Council noted the granting of approval to the  following :-

a)  Prune cherry tree at the Eaves, Loughbon.

b)  Fell trees at Cornerfield Barn, High St

 

c)  2 storey extension at Taylor’s Cottage, Loughbon

.

      5.2 The Council considered the planning application for a timber outbuilding at 10 Hilltop, & had no objection.

 

      5.3  The Council noted the appeal against refusal of application for 4 dwellings at Manor Farm, & agreed to respond by reiterating our previous concerns about the potential risks to pedestrian & vehicular safety, also to support the comments made by Rushcliffe B C . Concern was also expressed at the lack of comment from the Highways Dept of Notts C C  - Clerk to write re this.

 

6. Finance.

 

6.1  The letter of thanks from the Village Hall Committee for the financial contribution to the car park was noted, & it was proposed by Cllr Henson, seconded by Cllr Benton & agreed to send a cheque for the agreed sum £2,500,

 

6.2  It was proposed by Cllr Oates, seconded by Cllr Wheeler & agreed, to pay Mr Shepperson for mowing costs, £181.34

 

 6.3  It was agreed to pay for the £30 cost of hiring the Village Hall for the launch event of  the  Orston history book.

      6.4  It was proposed by Cllr Benton, seconded by Cllr Wheeler & agreed to pay the cost of the Rospa inspection of the playground equipment, £ 84.60. Cllr Benton to seek reimbursement from the School for their share of the cost.

 

       6.5  It was agreed to review the basis of depreciation of the playground equipment for next year’s accounts.

 

       6.4  It was agreed to purchase a nice bottle of red wine to thank John Billot for undertaking the internal audit of the accounts.

 

7. Councillors’ Reports

Cllr Benton

·        Reported that Haggs has inspected & closed the big slide, & will replace without charge in spite of it’s being out of guarantee. The playground equipment has passed the Rospa report, with a few minor comments. The School is installing further equipment.

·        Raised the possibility of allotments in Orston. Clerk to seek guidance from Rushcliffe B C , & ask whether the Church would be interested in renting out their land for such a purpose, to be organised by an Allotment Association, if the Parish Council instigated & facilitated the arrangements

Cllr Henson

·        Reported a breakin in the village, John Wilkinson is paying for the damage in the short term, to be reimbursed in due course. Cllr Benton to notify Notts C C of the action.

·        Noted continued use of Bottesford Lane by heavy lorries. Clerk has written to Police – will inform Cllr Henson if no reply.

·        Noted the poor state of the Spa. He has removed dangerous broken wooden rails, will spray the paths with weedkiller, then ask Roland to strim round the edges.

·        Drew attention to the litter etc round the fishing ponds, which David Simpson is dealing with.

Cllr Gunn

·      Drew attention of the need to be aware of the passage of heavy tractors etc during the forthcoming Harvest season.

Cllr Oates

·      Has read all the info on the proposed Ecotown, & will look out for further action.

 

Cllr Wheeler

·      Suggested resurrection of the Orston Fun Run next year, possibly together with other village events.

Cllr Harrison

·      Proposed additional dog bins, outside Beryl Maule’s at the end of Lombard St, & outside the Chapel Schoolroom. Clerk to write to Rushcliffe.

9. Date of Next Meeting

            Thursday September 4th

There will be no meeting in August unless there is an urgent planning issue.
