MINUTES OF MEETING HELD ON 10th JUNE 2008

1. Minutes of Meeting Held on 8th May  – accepted as a correct record and signed by  the  Chairman

Minutes of AGM held on same date also accepted & signed, subject to amendment to Cllr Henson’s tenure as Chairman to 14 years.

 

2. Matters Arising.

 

2.1 Finger post – We have a quote of £220 from Dean Saggers for 2 posts, which would increase to £270 for oak posts. Cllr Harrison to seek a requote for oak posts, & agree between meetings if a reasonable price. We would hope for donations from the pub, the shop, & the Riding School.

 

2.2 Litter Pick – thanks were expressed to all who took part, Cllr Henson to put a sign to this effect on the noticeboard. Noted it would be helpful to clean out gutters in the future.

 

3. Correspondence Received.

 

3.1 Bus service – noted that the service provider is to be reviewed, but that fortunately the service to Orston will be retained.

 

3.2 Government Eco town consultation – Cllr Davidson to respond indicating our concern that the existing infrastructure could not support the proposed development of 5-10,000 homes potentially on the RAF Newton site.

3.3  2008/9 Parish planting & landscape scheme – options to be considered at the next meeting.

3.4  Rolling programme of small environmental improvement schemes. – Cllr Henson to respond with our proposal for a footpath from the Millennium Green to the village.

3.5  Parish clerks training session – noted that KED is not able to attend.

3.6  NALC Regional Conference – not to attend.

 

4.  PUBLIC MEETING.

 

Cllr Henson congratulated Cllr Davidson & Pauline on their recent achievement of completion of the Coast to Coast walk.

 

5. Planning Matters.

 

5.1 The Council noted the granting of approval to the proposed extension to The Brackens, High St.  

5.2  The Council noted the refusal of approval to the proposed development at Cornerfield Barn, High St.

 

      5.3 The Council considered the following planning applications:-

a) Manor Farm – the Council objects on the grounds of concern about safety of vehicles & pedestrians, as the road has become much busier since the original application was approved. It was agreed to request an on site meeting to demonstrate this to the Planning Officer.

b)  Manor Farm Cottage, renewal of application for proposed single storey & 2 storey  extensions – no objection.

c)  Sunrise Cottage, Lombard St – the Council also considered the objection raised by Mr & Mrs Reid, on the basis that the proposed development included 2.5 metres of 2 storey accommodation beyond the present 2 storey line, which had previously been refused in a past application by Mr & Mrs Reid in respect of their own property. The Council supported this view, and will therefore object to the proposal.

 

Cllr Cranswick joined the meeting at this point.

 

            d)  Lyndhust, Loughbon – single storey rear extension –no objection.

     

5.4  Rushcliffe B C planning questionnaire – Cllr Davidson has responded, including the  point that one Cllr thinks that there is already too much regulation.

 

6.  Finance

 

 

6.1 Analysis of 2007/8 receipts & payments – this was noted.

 

6.2 Spending plans for 2008/9 – the following financial plans were agreed :-

 

·        £2,500 donation to the Village Hall towards the balance of the cost of the car park, in return for waiver of hall hire costs for 2 years, also cancellation of the balance of £65 relating to hire of the hall for the dance class.

·        The proposed footpath from the Millennium Green, unless this is funded by Rushcliffe B C. Cllr Gunn undertook to seek quotes.

 

6.3  It was proposed by Cllr Benton, seconded by Cllr Henson & agreed, to pay the invoice for the new mower & strimmer, £ 769.44.

 

6.4  It was proposed by Cllr Henson, seconded by Cllr Benton, & agreed, to pay Roland Shepperson for grass mowing services up to 31st May 2008, £226.68.  

 

7. Councillors’  Reports.

Cllr Benton

·        Notts C C have not yet improved the surface of Bridleway No. 7

·        Still a problem with drain outside Strasburger’s house on Hilltop, also outside the White House on Loughbon – Clerk to write.

·        There has been no response from the Police re the use of Bottesford Lane by lorries over 7.5  tons.- Clerk to contact Bingham Police station & request a survey.

·        The school sign has been broken, & needs repair & resiting -  Clerk to write.

·        Has asked Melvyn Plowright to mow the verges, Cllr Harrison will ask him to do the other verges.

·        There is a dangerous manhole cover giving way between Chapel St & Chapel Garth – Clerk to write, also re fallen fire hydrant in Chapel Garth.

·        A potential replica for the Best Kept Village sign would cost £2,250, which was felt to be excessive.

·        There is a slight problem with the big slide in the playground, arrangements are in hand for repair. No report has yet been received on the RoSPA inspection.

·        Reminder of the need for a light opposite Smellie’s.

·        Bob Clarke has requested that  information on Neighbourhood Watch & Smartwater be included in the welcome to Orston pack.

 

Cllr Henson

 

·        Some of the information on the website is out of date – Cllr Wheeler is updating.

·        Has received a complaint about excess speed through the village, especially the large tractor.The old sign at the bottom of Lordship is still in the dyke – Cllr Henson to deal with.

 

Cllr  Oates

 

·        There will be no Horse Show this year – possibly there will be one next year, with some wider village involvement, eg a fete.

·        There is a small deep hole in the road near Winterbeck Cottage, Clerk to write.

 

Cllr Gunn

 

·        We should write to thank the contractors for making a good job of the bridge repairs    ( Cllr Henson to supply contact details )

 

Cllr Wheeler

 

·        Suggest resurrection of village fun run, sponsored by Parish Council, possibly in conjunction with other events – this idea was welcomed.

 

Cllr Davidson

 

·        Reported Village Hall Committee’s intention to trim back the proposed extension to £70,000, & their investigation of possible funding sources.

 

8.  Items for information.

 

·        Cllr Cranswick updated the Council on the current position re the proposed Eco town. A brownfield site in Rushcliffe is being sought, possibly RAF Newton, but this would require significant upgrading of the infrastructure. A firm proposal is awaited.

 

·         Items listed per the Agenda were noted.
